They are just about the same. Neons and CCFL takes an inverter box, LEDs don't. It just makes it a little trickier cuz you have to mount the box nearby and don't wan't to mess with the wiring between the inverter and the lights. Other than that, they are biasically a matter of putting them where you want them and then hooking up the wiring...

Without knowing exactly what kinda idiot you are, I couldn't give a time estimate... hehehe j/p

On a TC - it will take about 4 hours time from start to finish. The back and sides are really easy, but the front is a pain. There is a plastic splash pan which makes the LED bar sit low and can be seen from the front of the vehicle. To solve this, I used a dremil tool and carved out a slot to fit the LED bar into the splash pan. attached it and sealed it up with simple clear caulk.
