i have a friend whos looking to install a PA system in their car, and we are looking for places to purchase such an item..... any help would be rgeatly appreciated

Im sure there are some that are not like this, but from my experience I have only seen them built into a CB radio system and the speakers aren't that powerful. Once they did this on Pimp My Ride.... believe me... wasn't as loud as they made it seem.

 

Get a CB radio, but instead of connecting the speaker made for a CB, get a Horn-type speaker, that's what i have, it's nice loud enough to yell at people from across a huge parking lot.
