Default Pre-wired LED instructions...in Japanese

I've come across an open-box set of PIAA LED daytime lamps and am pretty damn confused here.

-I don't have the plastic(?) piece shown in #2, and was wondering if anyone knew what it was.

-Item #4 is just mentioning that the negative terminal should be disconnected before attaching to the (+), I presume?

-How do I wire a switch to this thing? There's only that single, open cable.

I have this set but they are for rear fog/marker w/red bulbs
the plastic piece is a splice so you can tap into a power wire.
If you add a switch it needs to be between the 12 volt power and the lights, hope that helps
and #4 is the ground wire needs to go to a good ground location on the body/frame

yup, just a splice. Pretty simple lil thing, you can get it from radio shack or automotive store.
