Yeah, that sounds about right - I think mine was about $34 or $35 shipped.
I'd have to assume that actual hardware would be easier to install, but as I mentioned, mine looks great, and appears to be a rigid piece.
Be sure to post pics of yours when you get 'em on!

I just noticed I missed a couple of things in your post - the picture was one of them.
That is a really unique look you've got there! I can't believe how much just a couple of changes made. Very cool. What did you use on your lip and side skirts to give it that effect?

As for my tires, I am on my second set, but only because I thought the stock Goodyears were crap. I've been running aftermarket wheels and tires (several sets!) since the car was new. That was one of the reasons for this thread; how much nicer the car rides with stock springs and stock tires/wheels.
The new tires are Michelin Pilot Exalto A/S in a 195/60-15. HUGE improvement in noise, handling (wet and dry) and looks over the stockers! I'm amazed at the difference.
