That sounds like you got sold a bunch of crap...... Sound deadner? Most of the noise does not come from the wheel wells it comes from the sound of the tires on the road eminating through the suspension to the frame and body. All of the spray on foam in the world is not going to "deaden" the sound. Sorry to say it but what ever you spent on that is money better spent elsewhere.
