Default 2012 xb A/C issue

I live in Phoenix where it can be 115 degrees.
There are 3 issues:
1. A/C takes 2-4 miles to start blowing cold.
2. A/C seems to work well under 100 degrees, but not over 100 degrees.
3. A/C blows cold on the freeway, but warms up at stops.
Low side pressure is high (I think it was 65-85), high side is normal (225).
I've had the system evacuated and charged recently, but didn't fully resolve the issues.

Sounds normal to me, but then again, Mesa is about 1 degree cooler

Normal for a Scion/Toyota with a weak compressor? I have a 2006 Toyota Camry that doesn't have these issues in the same weather conditions.

If you never recharged the a/c system, it might be time
