Frozen E-Brake?
So Seattle had the record low ever.... below 10 degree... Jumped in my car this morning and E-Brake wouldn't release. I have to use the E-brake because I park on a hill and it's a manual.
Drove about 100 yards, came out of the car to check it out... damn driver side drum is bright red and smoking..... should this be covered by the warranty?

There was an earlier thread somewhere dealing with exactly this issue. As I recall, the resolution was Toyota developed a solution that was communicated to the dealer via a modification to resolve the problem. I suggest checking with your deler and seeing what they have to say.
What I read was along the lines of replacing the hand brake cable/jacket with one that was less susceptable to water infiltration. The problem was due to water freezing and causing the brake cable to seize within its sleeve. So naturally, the brake wouldn't release as it should. Another solution is to not apply the parking brake when parking over night (if practical). Still, from what I read, a replacement sleeve/cable is available.
The way I see it is if the vehicle can't handle the weather conditions of the area, don't sell them there. If you choose to, then you should warranty problems like this IMHO.
