California emissions outlaw new passenger vehicles with diesel engines. This is due to the amount of particulate in the exhaust (soot). Commercial vehicles are under different regulations, which is why you see a ton of diesel pickups.

I'll be all for diesels, and their claimed cleaner emmisions, as soon as all new diesel-engined vehicles have their exhausts exit roughly where a hood ornament would be, so the diesel folks can breathe the same clean air that we have to when following them...

You can buy used diesel cars as long as they have over 7,500 miles and were previously titled. I purchased my 2001 Jetta TDI from a VW dealer in RI and had no issues registering it in MA.

Back in 2003 when I was car shopping, I was looking at getting a VW Golf TDI or a Honda Civic Hybrid. I stopped by the VW dealer to find out that they didn't have any TDI vehicles at all because of the revised CA emissions law.
I didn't buy my xB until 2005...and I get at most 28mpg with mixed driving.

If a diesel xB was produced I would be the first in line to buy one. I have been day dreaming of the VW 1.9L TDI in my car. Almost identical horsepower, but torque of 177 (more with a chip) and at ultra low RPM rather than our barely over 100 torque, over 4k rpm. Would be at least as quick, but much more driveable with the low end torque. Could spin much lower rpms rather than our 3000 @ 60 mph, which would compound the MPG savings.
60 mpg would not be a long shot.
Of course the possibility of that swap is pretty much NIL, not to mention the 5k+ cost of parts alone!!!
