Looks like the diagram doesn't match the photo. The loaded vs unloaded slots appear correct. Unfortunately, the slot numbers conflict. For example, the TAIL circuit is #1 in the diagram however it's #16 in the photo.
There should be a cover for the fuse box that briefly lists each circuit. I tried to find one on ebay but no luck. Hope you're able to get it sorted out.

Yea I'm an idiot, not a follower, I'm legit the leader of the pack.
I knew I had it somewhere and finally found it and it matches up to what I have in terms of number of slots.
From what I gather the 2013 and 2014 model they did decide to change the fuse panel slightly, because most of the documentation, wiring diagrams and such came out in 2008 when the car became available (which is normal) and they never updated it.
Here is the panel cover, I hope my stupidity helps others!
I'm wiring my Cig input to be hot/live, do you think I would be ok going through the live 20A door windows or should I consider something else?

Glad you figured out why the diagram is different than your panel. That was blowing my gourd.
I think your 20A door windows circuit is switched. If your xD is anything like my tC, the only unswitched circuit is ACC.
The 'always-on' accessory circuit is either 15A or 20A. If your cig lighter is the only accessory on this circuit, you might want to use a 15A fuse in the panel. In the event of a short, the cig lighter wire insulation might smoke before a 20A fuse blows.
