what are one ton garage shims and what do they do?

they are spacers which are made to make higher offset/wider wheels fit without rubbing or having to perform suspension modifications.

what exactly does the offset do?

if you take a rim and look at it from the top, cut it in half, and measure from where you cut the wheel in half to where the wheels mount up to the hub, this is the offset measurement. it is simply a spacing measurement.

what do rear spacers do?

if your talking about rear spacer shims, its a piece of metal you attach behind the rear hub instead of using a spacer between the wheel and hub. this just gives you the option of running a higher offset wheel without having to extend the studs to run a larger spacer. spacers in front/outside, shims in back/inside. 5mm is the max recommended to safely run on stock studs. hope i got it all
