Default trd shocks/struts kit::::18's with 35 series tires question

I'm planning to get an xb in the next month or so. I'll be putting 18's on it and lowering it (tein springs; 1.7front 1.5 rear), and from what I hear I'm gonna have to run 35 series tires. First, is it okay to go with 40 series tires, or do you have to go with 35's to keep the rim/tire diameter the same as the stock wheels? Second, if anyone reading this has 35 series tires, and has installed the aforementioned TRD struts, could you please tell me if they have a meaningful impact on ride quality?
