vvt-i
from what i heard there's really no way of adjusting it, i know you can get rid of it but dont know about adjusting it like v-tec. You might want to try hitting up like autolink motorsports, signal auto, or maybe titan motorsports. Hope this helps your friend out.
if its a gts celica your freind has bent valves and possibly a hole in the piston the valve adjustment you speak of is done
with special tools and training the parts to be replaced are shims that come in differnt sizes usualy this is not a regular maint item adjustment is done during cyl head repair if its the gts the adjustment is even more complicated than the regular engine i hope your freind did not damage his engine
i usualy repair them after someone misses a shift or over revs the engine this in many cases bends the valves and or damages the pistons the vvti is just the system that advances your cam gear via electronics and directed oil pressure

also. are you sure he doesn't have vvtl-i? Thats toyo's version of v-tec. and what they mean when they ask if the car has "lift" or when they state "When it hits lift.". In that case. I've heard of people adjusting when v-tec or vvtl engages, but also heard its not really recommended either.
there is no need to adjust your vvt-i engagement point periodically. it is set in your ecu when to engage. the power enterprises one coming out is going to be used to tune the motor to respond at specific power bands...helpful for FI engines and even N/A ones if you decided to get new cams. it is equivalent i believe to the apexi super vtec afc.
vvt-i is nothing like v-tec. yes both involve valves. but vvt-i doesn't have the performance lobe like a v-tec has. vvtl-i does. check this out for more information.

celica doesn't have vvt-i and it is not adjustable unless you have a standalone computer on the car. you will also get less horsepower by adjusting the vvtl-i which is what the gts has
