It's a chevy Monza-probably is street legal. These were a car similar in stature to a Cavalier of today but they had a pretty descent racing pedigree-everything from road corse SCCA car to drag racer. They were easy to modify and drop in a v-8,, turbo'd 6. There were even some models that came with crazy widebody kits as factory options-there is one up the street I will get a photo of this week sometime.

I would bet the Celica is actually converted to RWD-it would take so much work to tub it for those wheels and tires it would be just as easy to throw in a full frame and drivetrain-plus you can see the rear axle housing.
