Default nikkor 50mm 1:1.8D

so i bought this lense for my d40 does any body kno exactly y it only works with the f stop set to 22?

thats the manual aperture ring for use on older camera (i think thats why). but i do know it makes u lock it out at f22 so u can adjust it through the camera like u would any other lens. lock it in and adjust it like u would for ur 18-55 down to f1.8

That's just how it works. All lenses (newer) go wide open when mounted to a camera. The only lens I have that doesn't go wide open, is my 28mm, which is a 30 year old AI lens, and doesn't support AF, metering, etc.
