Since I need to get a new hatch garnish for my first generation tC, I figure I'd save myself some coin and contribute to local businesses by buying an aftermarket hatch garnish and getting it painted locally (opposed to buying a OEM paint-matched part). Can anyone make a recommendation for a shop, and maybe how much this would cost?

im not from your area, so i couldnt make a recommendation on that, but i just wanted to let you know that i just ordered a new pre-painted trunk garnish for my tc from ebay. Came in two days painted to match and looks great. It was only $80 shipped. Id recommend that, it will be cheaper.
