They can still ticket you for it, "...shall be mounted in a position so as to be clearly visible..." is the key line. When the plate is resting on your dash, the front plate cannot be easily read from the front.

Gotta read the WHOLE section, not just the first paragraph...

http://www.dmv.ca.gov/pubs/vctop/vc/tocd3c1a9.htm

The line that says that no covers can be used over the license plate also means it can't be behind glass (I.E. windshield).

No, propping it up on the dash doesn't cut it.

Don't forget about window tinting. As far as I understand the law non of the front windows my be tinted unless doctor prescribed or they are a factory tint. If anyone has anything to add on this one, I welcome all responses.

It's no front tint, period.

Even with a doctor's note, it must be a "removable" film or shade, not tint.

its a fixit ticket...you can take off the tints, goto a shereif's station and they will write off the ticket for free. Otherwise i think its something like 15.00 to get it written off. You also have to pay like 10.00-15.00 fee to the court.

It's ambiguous language, but as long as the bulbs have a DOT label on them, you should OK. Besides, I think tC low beams are 55w from the factory.

Factory bulbs are 51w
The dealer tells me 55w will fry the harnesses

most of these laws are designed to broken, the whole purpose is to pull you over and run your name through the database, and see if you have warrents or anything.

That is jacked up. Back in Michigan (where I'm originally from, since I'm USAF), we can get away with most of that stuff...
