Default Winjet/eBay Foglight Problem

Not new to the tC world nor doing installs, but this one has me stumped

Friend bought some winjet fogs and called me over to look over the install. Heres what i saw:

-Relay and Fuse are grounded, with the red wire tapped to the positive battery terminal.
-Switch is wired to the cigarette lighter, black to positive and white to negative
- Yellow wire runs through the firewall and also connects to the switch (guessing this is the accessory wire)

Anyways, we go to turn the lights on. Fogs DO come on, but when the switch is pressed, they turn off and do NOT come back on. We have to leave his keys out for a couple mins and try again. Same thing. Fogs come on, button pressed they turn off and will not turn on again.

Ideas?

And yes, he wants to do an independent fog light instal to come on at the touch of a button with or without the lights on. So wiring them to the harness to turn on with low beams is not a solution.
