Default 09 tC Cooling Fan issues HELP!!!

Please help!!!!!
so my 09 tC cooling fans doesn’t turn on when engine temp is high and the only way I been dealing with it is by driving with the A/C on because
the fans work. It just doesn’t turn on when need be. I replaced the whole fan assembly, coolant temp sensor, coolant flush and thermostat all OEM.

PLEASE HELP ME!!!!!

do you have multimeter and know how to use it to measure voltage and resistance? This is literally 5-minute repair with voltmeter.

No I don’t and I don’t know how to use one but I changed the relay fuses things and that didn’t help

Here's a few more things you can check.

Cabin Fuse Box:

AM1 Fuse

ECU-IG Fuse

Engine Bay Relay/ Fuse Block

FL MAIN H-Fuse

ALT H-Fuse

CDS H-Fuse

RDI H-Fuse

IG1 Relay

Cooling Fan Relay 1, 2 and 3
