2005 Scion tC won't start

Default 2005 Scion tC won't start

Four way flashers start and stop while driving. and now it will not do any thing dash lights flash on and off without the key in it.
I put a new battery and still did the same thing. Dash light stay on with all the warning lights. No power to the headlights or tail lights and the radio.

Could this be a bad ECU?

If the dash lights are flashing with no key, WTF... dashes don't flash without input. Return the car to the owner. Alternatively you have a more serious issue that could be worded better.
