Sorry if this is dumb question but if that thing slows down the flow from the header wouldnt that affect the air thts been freed by installing the header as in restrict hp?.

Doesn't actually slow the flow down. Just slows the flow that the sensor is seeing. Basically it takes the sensor out of the main flow. It may affect flow in a minute amount, because it will probably cause some sort of turbulence in the exhaust flow....but not enough to notice a difference.

The second 02 does nothing but assure the ECU that the cat is still there, and working efficiently. It does so by measuring the oxygen content of the exhaust flow. By limiting (but not eliminating) the amount of hydrocarbons it sees, we bring the 02's voltage closer to what it would be if the cat was still present. Voltages without the cat or a CEL fix are lower than stock, low enough to be outside of the ECU's preset acceptable range. If you understand how an 02 sensor works, you will know that the oxygen acts as a conductor for the electrical current running through the sensor. The more oxygen, the higher the voltage reading. Our goal is to pull the sensor out from the direct flow of hydrocarbons, so the sensor reads a higher oxygen to hydrocarbon ratio.

Yes, when all testing is finalized and these are ready to be sold, anyone will be able to purchase the O2 CEL fix, not just our header customers.
