Default Surging sounds from the motor?

Why is it when I turn my car off there is a surging sound. I only here it when the key is in the on position. The car is fairly new so I am not sure if this is just how it is? Whats your take?

If you turn the car off but leave the key on you will hear a humming noise from the throttle body. this is just the Drive by wire motor nothing to be worried about.

If it is coming from the radiator are you sure the fan is not just staying on?
