Then why not add them, or offer them..?

Make a COMPLETE kit, where nothing else is NEEDED..?
They do offer them... they offer em with the new heads so they offer them with the blocks... its an option... some people dont see it is a needed... But it is

What kind of power gain is expected with the 11.1 pistons?

My guess is about 30hp. This is how I am coming to this conclusion before I get dogged on and I know every car is diffrent! A base model rsx has 155hp and 139tq the type s has 201hp and 140tq taken directly from their website! The compression on a rsx base is 9.8:1 and the type s is 11.0:1 they are gaining 46 hp and 1 ft tq from higher compression. I know the ecu maps are diffrent to which contributes to some of the gain that is why I belive 30hp is reasonable to say!

Thats a safe assumption. It's always better to be conservative with any estimate, otherwise your always dissapointed.

However expect to use a good piggyback, ours is pretty safe considering what's been done with stage-0's, but with most piggybacks like Camcon, youre only garunteed a ballpark map based off what the stocker is doing. To take advantage of the HC, I would look at the new Unichip for your main option, and you would definitely need to use a higher octane. You may be able to get away with 89-91 based off your tuning (a guess), but might need to use premium.

I decided to forego the HC conversion for a more compromised P+P, N/A cams (as a future upgrade), Camcon (I reset on oilchanges), and the basic bolton's. Of course my goal has changed alot and is now a conservative 220 whp, which should be fine on regular (a guess, well see).

Base rsx and rsx-s have two different motors too.

The -s, if I remember correctly, has a redline that is about 1500 rpm higher. Peak HP will benefit from this. The two cars are very different in thier setup from what I have gathered. But, I would assume close to that, maybe more around 20 - 25 BHP. But, it is hard to tell without knowing all the variables affected. Once you start changing things in this area everything else changes as well.
