For someone to do it. The would need the toyota reflash tool. Costs about $500. And the module, i THINK, not positive is a one time use.
Your dealer should be able to do it for under $100.

The best place to send it to would be Sparks Toyota, aka TRD Sparks. They are a sponsor on the site and have said if you send them the ECU, they will do the reflash for you.

The one shot module isnt $500. The tool it plugs into is $500, and is reusable. But usually only the dealer will have the tool. The module, should be cheap, but I dont know where you would get one.

06 tC SC Reflash Module:
PTR41-21056 Retails for... $400.00 yikes!

The tool is $500, but not all dealers have the tool. Check with Sparks. Since they are on the east coast, you should be able to get it back fairly quickly. Just remember the static-free bag!! and insurance (just in case).

you can order the module from any toyota dealership. but sparks beat what i got mine for and i get a discount from toyota i gave $450. and gave 90 to have it tuned. so your better off sending it to sparks.

Before you do that I would see if you can get a estimate for how much it would be to tune from scratch make sure they do part throttle tuning also.
You can drive the car without the reflash but only with the stock pulley and airbox, your idle would be a little rough with the bigger injectors though.
