It may be, "don't ask, don't tell" in other states, but I believe it's illegal in any US state to remove catalytic converters altogether.
You should be okay with registering in another state, or you still might pass with an OEM exhaust and intake.
In your case I would not recommend trading in your car in, like I ended up doing with my non-legal-motored Civic.

just take the kit off, buy a stock header, midpipe, and intake and youre good. its a biotch to do but its got to be done. registering out of state would be harder because then you could just get in trouble for having out of state registration.
idk how much it is if you dont go to the state ref but if you do its like 390. i got one like six months ago.
