Does the 127mph limiter change when ecu is reflashed for sc?

My Tuner told me that it has to be done @ a dealer, or someone with access into the TC's stock ECU, i only have the FIC piggyback, but they said if i had gotten a standalone fuel ignition management, then they could have modified that setting.

And lol@ the guy who claimed he hit 138 in his auto tC. The Auto tC's don't even make enough power to over come wind resistance at those speeds.
