UPDATE: Forge Splitter with S/C - INSTALLED + PICS
it is comming from the TB and I believe it is in line with the VSV (Vacuum Switching Valve). Adjusting the spring preload gets it to the piont where it stays mostly closed but it starts fluttering a bit. Any tighter and it won't open at all. Under load it closes and opens almost all the way on the atmospheric side.
My intention is to find another vac line.
The stock boost on the tC is rated at 7lbs which realistically means +/-6.5lbs ... could this explain anything since the low spec of the Splitter is at 7lbs?

No... that just happens to be the lowest boost that you can run on a VW 1.8t.
Too little boost won't open the valve, it has to be either too much boost at idle present in the charge pipe or too much vacuum on the top of the valve.
