It probably does work if it sees air like an intercooler .. not well .. but im sure it does transfer a little heat

 

It will transfer heat, it's a heatsink..that's what they do. However, once it reaches its limits, it will do nothing. It's like running an intercooled car on a dyno for a few hours...without turning the fans on.

 

yeah this will work a bit if it sees air flow, but with most setup is before the IC is next to the radiator which will just absorb heat from radiator
