Default Glass Fuse/ Cig Lighter Fuse

Well yesterday coming home from class I noticed that my laptop screen started to flash like the battery wasn't getting good power. I figured, dammit I blew another fuse. (I have it connected to a power inverter to the cig lighter) So once I got home I checked all my fuses. The one in the inverter, the 15 in the fuse box under the dash. None of them are fried...I did a search on here about this problem and many were mentioning a glass fuse near the cig lighter. My question is, where is this thing? Has anybody ever replaced it?

I live a ways from any Scion dealership so I just wanted to know if anybody has successfully had a fix for this.

I tried the power inverter in the other 12V supply in the center console thingy and it works there, but I don't want to drill a hole in the console to let the wire of the inverter out to connect to things..

you have to pull out the panel that surrounds the shifter, the same one that has the cig lighter. The glass fuse is under there

I tried looking behind that panel. I don't see anything that looks like a fuse.
