Master Switch for Windows/Locks..
09 Scion tC
Neither Driver side or Passenger side windows will roll up or down using any switches on either sides. Neither of the doors will lock when pushing the lock/unlock button.
When I get in and start the car the doors make a locking sound three times like the door locking but does not lock. Doors will lock/unlock with Key Fob.

Might not be a bad idea to check your battery voltage. Toyota recommends at least 11/14 VDC.
Here's some fuses you can check for the door locks:
DCC Fuse
ECU-B Fuse
DOOR Fuse
Fuses for power windows:
AM1 Fuse
GAUGE Fuse
FL DOOR Fuse
Everything else involves relays, switches and or wire harness(es). Hopefully it's none of that stuff.
