special care for 'ricepaper' dash?
Does anyone know if the funky material on the dash & elsewhere takes any special care? Mainly, are there any products/chemicals that I SHOULD NOT use on it?

Personally I would never use any of the Armor All stuff on it... but that's mostly b/c I don't like the greasy/shiny look.
The only thing I ever use on it is some Stoner's Invisible Glass... I basically clean everything with that stuff - and have since day 1. Over 4 years and no signs of wear or cracks anywhere.

Umm.. what is a ricepaper dash? Do you mean the marble-like paint effect some people do? Not a fan myself as it looks like someone screwed up a single color paint job, maybe I've just seen poor examples. If it is done with proper automotive paint with a clearcoat, treat it just like the exterior painted surfaces. You shouldn't need to wax it much though, if at all since it shouldn't be getting wet or having dust, sand etc wear away the finish.
I'd suggest quick detailer spray and a microfiber cloth. Don't use vinyl or interior spray, it will streak as it is formulated with UV protectant and oils to re-hydrate the vinyl to keep it from dry-rotting. Glass cleaner should also work, not sure if it strips wax over time though. I use Invisible Glass in the spray can for my glass.

It can get fairly dusty living in the desert. But Im more concerned with keeping it from cracking/warping from the 130+ degrees it gets inside a car here
