Goals . . .
I remember about 5 years ago, when i was about 14 i used to be all into cars, reading Import Tuner and Superstreet from cover to cover. But i was never blessed with having cool parents that would let me fix up my car (96' Honda Accord EX V-Tec). But now i am driving my 07' tC and just wondering what should some of my initial mods be? I dont want something that attracts attention, like a huge ___ exhaust. I want a couple things that so when some chump pulls up next to me, acting like he's the ____, then me to . . . zoom!
show or go?
show:
-TRD Lowering springs
-OEM lip kit
-OEM lip spoiler
-TRD Exhaust (this is more show than go)
go, sort of (w/o FI):
-CAI
-Headers
-mid-pipe
-s-pipe
-lightened flywheel
-pulley (yea, this is very mixed like ^^ said)
so yea, they're in order of how i'd do it.

import tuner and superstreet IMO are NOT the mags for proper influence.
Sounds to me like you want a sleeper type car.... if you really want that zoom, your best bet is forced induction, but dont know if that's within budget at this time.

Its like 200HP at least.

In all actuality,
The NST Scion tC pulley kit increases horsepower via great weight reduction and the underdriving of accessories. Superior to other available kits, NST kits also offer an Overdrive Alternator Pulley to optimize output for stereo system lovers!
They are used to transfer power to all of the various devices hooked up to your engine . ie: water pump, a/c compressor, alternator, etc... The thought being is, if these devices are given less power, there will be more power to 'go' with.
go suspension first. IMO thats a good first step. you may not outrun someone, but you'll outhandle them. or if you do have some cash F/I is a good path too. but dont forget that a good car is balanced between power and handling.
Toyota Engineering > NST "Engineering"
thats all i have to say about pulleys.
however a good way to start off is with the suspension as some stated, the tC sits way too high, and handles like crap stock
