wtf is this? can someone explain. i did a search on ebay for scion tc and it showed me this piece of crap.

its a resistor... it is a piece of crap... the idea behind it is tricking your car to thinking its getting cold air... total bull, a friend of mine bought one off ebay and he showed me it and i said, man i coulda taken one from my chem. class. even if it did add HP, it would be like 0.5HP, more of a MENTAL horsepower.
