Default Replaced my timing chain now there a high pitch whine when it cranks but won't start

I have an 05 Scion TC and My timing chain broke on the freeway and so a friend of mine started to replace it but didn't come back when he said he would a few days had past and still no show so I had someone else work on it and then my friend showed back up and finished it he replaced the chain and the water pump and the tensioner I go to start it up and it's making a whinning sound like the starter does when it's going out but I know it's not the starter anyways it cranks with that high pitch whine but doesn't start then my friend goes and buys new coil packs for it and a new cam shaft senser and fuel pump and still the same noise when it cranks and doesn't start does any body have any idea what the problem could be and how I can get it fixed an, advice would be greatly appreciated Im at my witts end with this

Sounds that you might have problem with timing, or the valves are bent from the timing going bad. If the starter is engaging, do a compression test. Good luck!
