Is it illegal in California to have the side mirror lights for the turn signal to be blue?

Yes. Amber and white only. You can get away with red blinkers in the tails.

Just for the record, the side mirror lights are considered accent lighting and not turn signals as far as the vehicle code is concerned. The front signals are mandatory and must be amber, yellow, or white, but the mirror lights are purely optional. You can remove them if you wish, or you can make them green or purple if you wish. However, you still have to stay away from blue and red in any application, because those colors are reserved for emergency vehicles.

 

the mirrors are actually considered sidemarkers and sides (towards the front) can only amber, while rear sides can only be red.
