the instructions that come with them even the ones online say to cut it in half but honestly there was a few times where i forgot to cut it for some that i installed s-techs and the ride seemed and felt the same as to others with the cut bump stops, so it's pretty much up to you if you want to or not.

Just to confirm what AcidDrop and shadowler said. I did not remove or even cut the bump stops when I installed my TRD springs.

^cut it in half is what they recommend but there's been a few times where i forgot to cut it and times where i did cut but and wasn't able to tell a difference in ride quality and performance, but if you do decide to cut it then just use a razor blade and cut below the black ring that's in the middle of the bumpstop

I personally wouldn't cut any bumps when installing any sorts of springs, because the bump stops is what saves your struts from "bottoming out" especially with stock struts with aftermarket springs. Because the oem struts are valved and tuned to work with the oem springs, but if you replace the springs with aftermarket ones, and they drop the height of your car, thus giving you less travel for your struts. The fewer travel you have the faster your springs will wear out your struts. Unless you buy proper springs to stiffen the car and to compensate that lost in travel. Otherwise I highly don't recommend anyone cutting their bump stops if you want them to last ^^.
