Default do i need to change my brakes?

i got about nearly 30k on my stock brakes and it has become more and more obvious that my break screech everytime i stop. It's loud and annoying even my friend in the other car heard it. So is it time to replace it? also when i got my tires rotated there was like a rust texture on the brakes is that normal? the people who rotated had to like buff or w/e he did to kinda clean it but it didnt really work. So what should i do? and what is the problem?

Noise doesn't necessarily mean they're bad... and rust is fairly normal on the rotors. Is there any grinding? Can you feel anything like that in the pedals?

Best thing may just be to take the wheels off and take a look at the pads yourself. Or take a picture of them and post here for people to judge.
