as far as the fitment goes, yes you will need fender work (you already know that) but I would get some camber bolts/arms as well, You can get a good - 2.5 degrees camber up front and up to -5+ camber camber in the rear, so either way they'll fit, with enough work done to it. I would also grind down the tabs that connect the front bumper to the fender (if you haven't done so already) either way, I'm subscribed, can't wait to see the finished product =]

 

I say go 17x9. I don't get why you're in fuss about up/down sizing 0.5 in, when I think your original fitment looks great. If you wnna deal with rubbing and f**king up your fenders to get hellaflush go with the more aggressive fitment. If you want it to look just right - since its on a tC - as though you're going for form and function, 17x9 will be on point.
