Default rim problem

so I bought 4 konig uknown rims and two of them look great while the other two look dull. The two that are dull feel a little grainy and are not nearly as shiny as the other two. Its almost like they have a thin protective wax coating over them. Any suggestions on how I can get them nice and shiny like the other two rims

BAD RIM

GOOD RIM

theres no such thing as a "good" konig rim lol
