Default scratched up rim / painting stock rims

So I'm driving home on i287 one day and all of a sudden BAM! i hit a huge pothole and my front passenger side rim gets scratched up, (and i get a flat tire). So I've been thinking about possible powdercoating/painting my rims for a while now, but now I really want to do it to fix up this wheel.
what I really want tho is to have a white lip (most of the scratches are right on the lip tho) so what I'm wondering is would it be possible to fix up the scratches with sandpaper or whatever then do a few coats of white paint, then mask the rims off and do black to get the lip? has anyone done this?

also, as a side note, my friend thinks as long as im replacing one tire i should get a set of pirellis. anyone have pirellis? worth the money?

(then again, as long as im buying pirellis i might as well get some konig unknowns to go with....) I'm really not sure what to do, if anything. anyone have some useful advice?
