will these work?

Our cars have stock offset of 45mm and the ones im lookin at have an offset of 38mm... will this look bad or it is not safe to do?

its perfectly safe. the offset is just how far out the wheel sits. it doesn't put any extra strain on your wheel studs.. (i'm not a wheel expert but i dont think it does; correct me if i'm wrong)
