Only if they are blinding but because you have projectors then your fine. But I would stay around 6k if your really worried about it. Most new cars come with hids already so they are not illegal. It only the scatter that gets you in trouble but like I said, you have projectors on the new tC so your fine
The last I heard, NHTSA 108 says that any light source used in a housing not specifically designed for it is illegal. So, if it didn't come from the factory with HID's it is illegal to install HID's in it. Making all aftermarket HID conversion kits illegal.
The up side is that your TC2 has factory projector lenses for the low beam making it hard to tell unless the cop or inspector knows Scion doesn't install them. Chances are you'll never have a problem as long as you don't go above 8000k. Even that's pushing it in my opinion.
