3000k bulbs are not illegal just make sure you re-aim your head lights when you get 'em

The number, I would assume, refers to how bright the bulb is in Lumens. 8000 lumens being natural sunlight. Hope that helps

The number is the color temperature measured in K (Kelvin). The color temp indicates what color your HIDs will be. 4300K bulbs are a pure white and are the highest you can go legally, this is what that Lexus cars come with I think. Higher color temps like 6000k are white with a little bit of blue, 8000K is pure blue. Check this guy's post to see some examples: https://www.scionlife.com/forums/viewtopic.php?t=157333

In Texas it's illegal to have any other color for headlights other than white (Yellow is ok for fog lights tho), and it's illegal to put HIDs in any car that didn't originally come with HIDs. The reason for this is that our headlight reflect light in many directions, with the OEM incandescent bulbs it's not a problem because it isn't bright enough to cause significant glare. But when you put HIDs in them, they glare into everyone's rear-view mirror and you then you have a lot of angry drivers flashing their lights at you. Cops will also give you a ticket for this.

The best thing you can do is read up on the laws for your state, cops are looking any reason to pull people over nowadays. If you do decide to get HIDs, try to see if you can have your headlights retrofitted with projectors so you dont blind other people, stay away from ebay kits as they don't last long, and make sure whoever installed the HID kit uses a power relay when hooking it up.

if you get the right kit you should be fine. HID's and any vehicle that weren't equipped from the factory aren't allowed. federally. my kit doesn't glare and i never been flashed or ticketed. but this in NC so everything is assbackwards here

i got my kit from mobileHID on the sponsor sales. don't go higher then 4300K that's a factory color and OEM on all HID equipped vehicles. hope you find what your looking for.
