Default P0012 Troubleshoot Help

I got the P0012 on my 06 xA. It has NOT affected the mpgs and idles smooth. I recently got 38 mpgs hwy. To trouble shoot the code, I removed the oil control valve solenoid and tested it with my battery. I heard it click and saw a part move as if to open an internal valve. Is that it? Is that all its suppose to do or is it suppose to repeat a movement as if pumping oil or something? I also removed and cleaned the tiny screen filter mounted below the solenoid. It didn't seem excessively dirty. My oil is clean. My other question is, should there be immediate power to the solenoid after turning on the engine. I tested the pigtail with a light tester and discovered that there was no power from it going to the oil control valve solenoid. Is there a delayed power activation upstream to this connector by some other switch, i.e. vacuum or temperature? Interestingly, even after testing and cleaning those 2 parts and discovering the pigtail does not provide immediate power to the solenoid that the check engine light did not come on again, at least today. Anybody know more about how these parts relate? I hesitate to assume the camshaft timing chain needs replacing since there are really no symptoms. Car runs great, but the P0012 code/check engine is a concern. Your feedback is appreciated.
