Okay so I've been looking into an Engine Dampener, do they technically increase HP? It appears that they don't but function similar to a lightweight pulley providing better performance but not really increasing HP any. Is this true or does it actually have some kind of HP gain there?

 

it helps to reduce loss of power transfer. instead of the engine lifting up it is forced to stay in place more making better use of transfered power.
