Default TRD controller and P0505??

ok. Needed another car in a hurry (daughter wrecked one) and picked up a 2005 w/ manual transmission for $5k. Am pretty happy with it, with one last problem - P0505/ high idle rpm. Read everything I could find in the forums (thanks you!). The box came with a heavily oiled K&N filter, so I replaced the K&N with a standard filter, then cleaned the throttle body as best I could (still a little dirty), replaced IAC valve and throttle body gasket (and the air intake manifold...cause I broke the old one removing the throttle body to get at the IACV...), and cleaned the MAF sensor, all of which brought the idle rpms down to 800-900, but the P0505 is still there (also replaced PCV valve but it didn't change anything). Otherwise the xB runs fine.
When I was checking out the ECM I noticed a TRD device (engine controller?) tucked away under the passenger side feet area.
Any way to get a user manual for this thing or know what it is doing? Could it be part of the P0505 problem? Can I just remove the battery negative cable and then unplug the controller or is it now part of the ECM? I have no experience with anything like this and google is giving me nothing to work with. Controller part number is 00602-83401-001 and it has a push button (function), a mode trimpot with 16 positions (0-F, currently set to 2) and two other trimpots labeled "SETPOINT RPM x 100", these are set to 3 & 5. With ignition on, the controller's status light is steady blue.
Thanks in advance. Pictures of the controller below.

I've fiddled with it a bit:
1) unplugged controller and car starts/sounds fine, but the tach and speedometer stop responding, so I plugged it back in.
2) short presses on the function button, even a sequence of presses doesn't appear to do anything. a long press (about 3 seconds) causes the light to flicker. another long press returns the light to a steady blue.
3) the light turns on as soon as the key clicks and stays on during starting and while running.
4) my guess is that the light flickers/steady light sequence is used to store RPM settings to the different modes.
5) idle RPM after warmed up seems to be steadier with a low setting (0-0 vs 3-5) but the difference is small, so if it's doing anything, I expect the x100 is for the first digit, and x10 for the second digit:
3-5, AC ON: 687-834 rpm
0-0, AC ON: 699-712 rpm

3-5, AC OFF: 652-944 rpm
0-0, AC OFF: 851-909 rpm
