That's to replace the PCV on the valve cover. U can't use it cuz it eliminates the PCV valve that's connected to the intake which would be considered removing an emmissions device (unless ur area doesn't do emmissions or the vehicle is over 25yrs old). It's mainly for older model cars, it allows the vapor under the valve cover to escape into the atmosphere instead of being circulated through the engine.
