Is it true that the accessory plug power is off when the ignition is off ?....i had my phone charger plugged in and found (the hard way) that when i turned off the car, the charger stopped charging ? Does this sound right ?

yep, you can get around it by wiring it direct but it needs to go threw a fuse so you avoid posible future damage.
