I had this same problem (slow/sticky speedometer) after I did the LED conversion... If your gauges look like they've been reset at the 0 point and you're sure that you didn't mash them on there too hard, do a couple of quick accels and stops and it should bring them back into normal function...

As for the CEL... never seen that b4...
