Headlight Aim ?

Headlight Aim ?
The driver's headlight is causing me grief.
No adjustment down will aim it correctly
On the passenger side you can see bright light with a clear cutoff.
On the driver's side there is no bright patch or cutoff and the light is diffuse.
On 2 lane people are constantly flashing at me to turn off my high beams when I don't have them on.
I suspect the the reflector [ the thing that looks like a Christmas ornament] but have no way of being sure.
What should I look into ? Do I need to buy a whole new headlight ?

Hi,
Just wondering how you resolved this ?
I was aiming my headlights tonite and the image on the wall is like a horizontal light area at its core with diffused light around that core.
The driver's side would only adjust down but so much....passenger side much better.
