I heard stories that the dealers want somthing like 30 or 40 dolars just for the relay.

When I installed my fogs, there was a tip in SL that instead of prying the relay out of the front of the panel, which I failed to do out of fear of breaking something, that it was easier to just insert the foglight plug into the relay from the rear of the panel.
This is what I did, but it was not easy because you cannot see where it needs to be plugged in, and your hand will feel like it is too big to fit and work back there while holding the plug, and it takes some contortions to get the hand in the right position to work. As I remember, it seemed logical to use the right hand, but only the left hand can make the moves required. I tried for 30 minutes using whichever wrong hand it was, before figuring that out.
One tip is to use a finger tip to feel the receptacle and understand the location and orientation of the plug holes - like Braille.

Just for my own education, what is the RELAY for? Does this have something to do with the fog lights will only turn on when the headlight is on? Thanks.

It lets you switch a high current circuit with low current on the switch side.

Yeah, I had the same trouble with the relay. I spent over thirty minutes trying to get the relay switch off to install the relay. After giving up, I ended up using my hand to insert the relay without taking off the switch.

For future reference, the vertical prongs of the relay go at the bottom, and the horizontal prongs go at the top. I was able to do it with my right hand, but it was more of a lucky jab than any real coordinated effort.

I hope that this helps!
